To be compelling, to inspire staff and citizens to get behind it, a web strategy should embrace certain ideas.
These concepts underpin much of the later effort and inform the principles to which the strategic activities will be designed and implemented. They are not a single destination or objective of the vision, but more the fabric from which all of it is woven.
